The intended audience is not the local populace.
The warning is meant for a tenderfoot out for an adventure in a quaint river town. Someone who might just channel their inner Tom or Huck.
I grew up in a town on the Mississippi which means that I understand the message. That’s because the first rule of living near the river is that you need to stay out of the water.
The overt message of “we won’t be able to help you” might sound harsh but that’s how it goes on the river.
